For Fiscal Year 2024, Rep. Salud Carbajal submitted funding requests for fifteen important community projects in CA-24 to the House Appropriations Committee. 14 of those projects were funded in the final agreements for FY24:

  1. $2,000,000 to help fund the replacement of the San Luis Obispo County Sheriff’s Office’s radio dispatch system
  2. $1,666,279 for the Ventura County Family Justice Center to provide additional rooms for survivors of domestic violence and sexual assault
  3. $1,000,000 for the Oceano Community Services District Water Resources Reliability Program
  4. $1,000,000 to fund the County of Santa Barbara and Sanctuary Center’s construction of 34 new studio apartments and a neighborhood clinic
  5. $1,000,000 to complete a new child development center and community spaces in the City of Ventura’s redeveloped Westview Village housing project
  6. $963,000 for the installation of new infrastructure for the City of Santa Barbara’s radio communications system
  7. $963,000 to expand the SciTrek program at U.C. Santa Barbara
  8. $959,752 for storm drainage improvements in Santa Maria
  9. $850,000 to complete a 1.2 mile bike and pedestrian path adjacent to State Route 227 in San Luis Obispo County
  10. $773,870 to support the purchase a new digester for the Goleta Sanitary District
  11. $728,000 for public safety upgrades at the Lompoc Police Department and the City of Lompoc
  12. $543,000 for public safety upgrades for the City of Grover Beach
  13. $500,000 for the City of Ventura’s portion of the State Water Interconnection Project 
  14. $500,000 to help replace the Charles Street reservoir in Pismo Beach

In Fiscal Year 2023, Congressman Carbajal submitted 15 community projects for funding, 14 of which were funded through the Consolidated Appropriations Act of 2023. Those projects can be found here.

Water Resource Reliability Program - Waterline Improvement Projects

Amount of Request: $3,000,000

Intended Recipient and Address: Oceano Community Services District; 1655 Front Street, Oceano, CA 93445

Summary: The funding would be used for construction contracts for waterline improvements. The project will improve groundwater resource reliability by lowering water losses to the system, protecting groundwater supply, decreasing the need for pumping, and improving water quality.

City of Grover Beach, Enhancing Public Safety through Technology

Amount of Request: $543,582

Intended Recipient and Address: City of Grover Beach; 711 Rockaway Ave Grover Beach, CA 93433

Summary: The funding will go towards the purchase of Public Safety Cameras, License Plate Readers, in-car video recorders for all patrol units, and Axon 3 Dual License Plate Readers. By

using technology to enhance public safety, the police department will be able to better protect the community from criminal activity in Arroyo Grande, Oceano, and Pismo Beach.

City of Lompoc: RMS System Upgrade

Amount of Request: $727,943

Intended Recipient and Address: City of Lompoc; 107 Civic Center Plaza, Lompoc, CA 93436

Summary: The funding would be used for a new Records Management System that consists of a Computer Aided Dispatch and Jail Management System. The city’s current system was installed in 2002 and is technologically inadequate. Purchasing a new complete RMS system will allow the Lompoc Police Department to improve its service and create a safer community. It will also provide analytical data to determine crime trends and patterns. The project will allow the Lompoc Police Department to improve its service and create a safer community.

City of Santa Barbara, Public Safety Radio Infrastructure

Amount of Request: $6,000,000

Intended Recipient and Address: City of Santa Barbara; Project would be spread across 11-15 sites inside the city limits of the City of Santa Barbara including Fire Station No. 7 located at 2411 Stanwood Dr, Santa Barbara, CA 93103

Summary: The funding would be used for the installation of new infrastructure for a radio communications system. The city is responsible for 11 sites throughout the City that operate under an aging radio communications network system that is over 30 years old and requires parts that have not been supported by the manufacturer for 15 years. This new system will reduce or prevent communication failures resulting from weather events and natural disasters by allowing for a single network management system to be used for all radio subsystems, while providing the capability for each subsystem to operate autonomously without requiring additional equipment. The project will ensure that the city has an effective response to emergencies.

County of San Luis Obispo, Radio Dispatch Console

Amount of Request: $2,000,000 

Intended Recipient and Address: County of San Luis Obispo; 1055 Monterey Street, San Luis Obispo, CA 93408

Summary: The funding would go to the replacement of San Luis Obispo County Sheriff’s Office’s radio dispatch system, including hardware and software. The Sheriff’s Office operates the largest PSAP (Public Safety Answering Point, or "911") in the County. The PSAP handles over 100,000 calls for service a year. The county’s current software and services support system operated by Motorola expires in September 2024. The project will ensure that the County can respond to public safety and first responder calls.

UCSB SciTrek STEM Education Program Expansion

Amount of Request: $1,005,000

Intended Recipient and Address: University of California at Santa Barbara; Santa Barbara, CA 93106 and Santa Barbara County 2nd-12th public schools

Summary: The funding would be used for training materials, teacher development, worker stipends, and transportation for the program SciTrek. SciTrek partners with local schools to present student-centered, practice-based modules that not only emphasize the process of science but also specific grade-level Next Generation Science Standards (NGSS) performance expectations (grade level standard). Furthermore, SciTrek provides numerous professional development opportunities for teachers and university students (volunteers/mentors). Currently, SciTrek is conducting modules in eight schools within the Santa Barbara Unified School District (SBUSD). This funding will allow for program expansion to all schools with the SBUSD and Goleta Union School District.

Ventura Levee System VR-1 Study

Amount of Request: $200,000

Intended Recipient and Address: U.S. Army Corps of Engineers; Ventura, California 93001

Summary: The funding will go toward the initiation of the County of Ventura, Ventura Levee System VR-1 feasibility study through the U.S. Army Corps of Engineers to determine the work necessary for modifying and rehabilitating the Ventura River Levee (Project – VR -1). VR-1 is a 2.65-mile-long levee system located along the east bank of Ventura River. The levee begins at the Pacific Ocean and extends north to the confluence with Cañada de San Joaquin. It is estimated that as many as 2,441 structures would be inundated by levee failure with expected annual property damages of nearly $697,000,000. Critical infrastructure in addition to the commercial, industrial, and residential buildings noted above include 1 fire station, State Highway 33 and U.S. Highway 101. The project will help prevent a potential loss of life and loss of urban infrastructure and property.

City of Santa Maria, Storm Drainage Improvement Project

Amount of Request: $3,446,080 

Intended Recipient and Address: City of Santa Maria; E Boone St & S College Dr, Santa Maria, CA 93454

Summary: The funding would be used for construction of storm drainage improvements that are necessary to address flooding and will entail the installation of a significant amount of stormwater piping of a variety of widths and standard installation activities. The project will improve storm drainage infrastructure and these measures will help manage storm water.

Goleta Sanitary District Biosolids to Energy Strategic Plan

Amount of Request: $773,870

Intended Recipient and Address: Goleta Sanitary District; 1 William Moffett Place Goleta, CA 93117

Summary: The funding will go toward the purchase a new digester, which will give us an increased biological treatment capacity. The project is an appropriate use of taxpayer funds as the public will benefit through lower electrical costs to Goleta Sanitary District and through decreased greenhouse gas emissions. Goleta Sanitary District may also produce enough electricity to enable it to sell excess back to the grid, making more available to the public for use. It will also ensure that the District will not be at risk of Power Safety Shut Offs (PSPS) due to constraints on the grid.

Pismo Beach Water Storage Improvement Project

Amount of Request: $2,100,000

Intended Recipient and Address: City of Pismo Beach; 760 Mattie Road, Pismo Beach, CA 93449

Summary: The funding would be used towards the replacement of the existing Charles Street reservoir with a larger-capacity reservoir at the same location. The Pismo Beach 2020 Water Master Plan identified the Charles Street reservoir as a critical piece of aging infrastructure that is deficient in seismic standards and storage capacity. The upgraded Charles Street reservoir will become increasingly important after the completion of Central Coast Blue because the use of groundwater wells will increase, and the new Charles Street Reservoir will provide more storage to receive and distribute groundwater into other areas of the city.

City of San Buenaventura, State Water Interconnection Project

Amount of Request: $5,000,000

Intended Recipient and Address: City of San Buenaventura; between 10800 Henderson Road, Ventura, 93004 and 57000 Santa Clara Ave, Camarillo, 93010

Summary: The funding would be used for construction of the city’s 4-mile portion of the pipeline and related infrastructure. The State Water Interconnection Project consists of a seven-mile pipeline that would be used to transport water between Calleguas Municipal Water District (Calleguas) and the City of Ventura’s distribution systems. This pipeline will allow the delivery of State Water Project (SWP) water that the City of Ventura has had rights to since 1971 but has lacked the infrastructure to access this supply source. The project will also enable delivery of water supply from the City system into the Calleguas system in the event of an imported supply disruption such as earthquake, infrastructure failure, or other cause. Calleguas’ imported supplies serve approximately 75% of the Ventura County population. The project will improve water quality and storage for a population of 113,500 residents.

County of Santa Barbara: Sanctuary Centers Hollister

Amount of Request: $2,000,000

Intended Recipient and Address: County of Santa Barbara; 115 West Anapamu Street, Santa Barbara, CA 93101.

Summary: The funding would be used for construction of 34 new studio apartment and a neighborhood clinic space to provide affordable housing and support services for residents who struggle with homelessness, mental illness, and substance use disorders. These new studio apartments will nearly double the number of individuals Sanctuary can assist in the journey toward independence. Additionally, the new building will include 10 supported, independent living units. These specialized units will enable Sanctuary to provide a higher-level of 24/7 care than previously possible.

Housing Authority of the City of San Buenaventura (HACSB), Westview Village and Early Childhood Education and Community Center

Amount of Request: $1,500,000

Intended Recipient and Address: Housing Authority of the City of San Buenaventura (HACSB); 247 W Warner St, Ventura, CA 93001.

Summary: The funding would be used for construction of the child development center and a community room space. Westview Village is a four-phase redevelopment of the City of Ventura’s oldest public housing project. Westview Village Phase II will be the heart of this community. It will deliver vital resources to its residents, including a state-of-the-art community center, a commercial kitchen, an accessible community playground, and an early childhood development center. The most critical component of this project is the early childhood development center. It will offer an opportunity for low-income children to receive crucially crucial early childhood education.

SLOCOG, State Route 227, Multimodal Corridor, Edna Valley Trail Segments 6 & 7

Amount of Request: $2,462,613

Intended Recipient and Address: San Luis Obispo Council of Governments (SLOCOG); State Route 227 Multimodal Corridor – Edna Valley Trail Segments 6 & 7.

Summary: The funding would be used for a multiuse path for bicyclists and pedestrians approximately 1.2 miles in length connecting neighborhoods along the corridor to Los Ranchos Elementary School and retail and commercial zones adjacent to State Route 227. State Route 227 experiences high-volumes of traffic, especially during the afternoon peak hours and this route is used frequently by bicyclists. The project will protect bicyclists and pedestrians from vehicle traffic.

Ventura County District Attorney, Ventura County Family Justice Center, Emergency DV/SA Shelter Housing

Amount of Request: $4,000,000

Intended Recipient and Address: Ventura County District Attorney's Office; VC Family Justice Center, 800 S Victoria Avenue, Ventura, CA 93009.

Summary: The funding would be used to provide up to 17 additional rooms for domestic violence and sexual assault victims who are fleeing from abuse. The Ventura County Family Justice Center (FJC) began as a pilot project in the Ventura County Superior Courthouse in March of 2019 and served 1,705 victims of domestic violence, sexual assault, child abuse, elder abuse, and human trafficking in its first year. It now regularly serves over 2,000 crime victims annually. The VC Family Justice CenterEmergency DV/SA Housing project brings assistance with emergency housing, restraining orders, UVisas, family law matters and access to the over 35 other partnering agency services currently only available at the Ventura FJC. The project protects children and adults suffering from domestic abuse.
